Or rather, who would force him into unlocking it.
Against Kata, Luffy needed to unlock it because Kata was too fast and too evasive otherwise.
And I'm willing to bet that Zoro will unlock it against Shiryu due to normal CoO being useless against invisibility.
This makes it a little hard for Sanji as there's not many characters he could fight who I'd see being fast enough to pressure him into getting FS, but at the same time no relevant characters outside of Shiryu can turn invisible.
While I'd like to think Lafitte is a speedster who will fight him and make him unlock it, I can't really shake the feeling that Sanji will fight Burgess instead as Burgess just feels more like one of those Queen/Jabra types of opponents than Lafitte. Though Sanji doesn't always fight the "silly" characters.

It can be a slow burn in Sanji's case, since he specializes in CoO. Luffy needed a big CoO boost fast because of the enemy he faced, but Sanji kept improving his haki gradually in each arc after that. Plus he's not the main character, so Oda will never bother spending a lot of time on him getting new PUs.

It's very symptomatic of battle shonen, secondary characters always seem to have a much easier time getting an old power that the main character struggled to get.

I mean just think of how far Zoro and Sanji have come since Dressrosa, it's even more ridiculous than Luffy's progression.

Frankly I don’t see why the WG didn’t try to keep Judge in line or offer him lots of things like a real kingdom in north blue etc against his cloning tech

I can see the WG wanting the clones to replace humans in the marines or in MG

or to clone strong marine soldiers and mass product them

it was a miss from the Marine side frankly

Just give Judge a Kingdom and he would have kissed their ass forever

I guess they thought VP could deliver everything Judge had (PX) and then some (Mother Flame). No point funding two scientists, when one can do the job.

Because they became a flight risk. Judge basically announced to the WG that they aren’t going to abandon their dream of conquering a quarter of the world. Which means the WG will lose 25% of their heavenly tribute since the wntirety of the North Blue will no longer be under their flag but rather Germas.

It’s smarter to just lower Germas influence to slow down their plans and maintain the heavenly tribute imo.

Yeah Vegapunk is / war far better than Judge

but Judge cloning tech was quite great already and mature

And it seems those clones costs lot less than a pacifista

Frankly I would have kept both under my tumb if I were them

especially if Judge obedience price was so low

I can’t think of a good reason for why this wasn’t a plot point.

It’s actually fucking crazy now I think about it.

It wouldn’t actually matter what Judge wanted or preferred.

There’s really no reason the WG should have let Germa be and remain in control of their cloning tech.
