Even if Loki joins post-elbaf, I don't think Sanji has to be definitively stronger than him.
As has been the case several times in the past, can be ambigious like it was when Robin first boarded the ship on Alabasta or at the start of Onigashima with Jinbe when the latter joined. Or Loki can just simply be stronger for the time being kinda like Aokiji is in the BB Pirates.

I think he's currently a bit stronger than other YC1 level characters and he's gonna leave Elbaf with a solid YC+ level, not far from Admiral level. ACoC will be the key imo.

as for robin, while thats true i would argue at the time of joining robin was stronger than anyone beside luffy (if not alone for the fact her neck snap or bend stuff doenst work on luffy) robin also never got dedicated solo fights (unless you cant the fat foder who was not even a priest in skypia), and every time she fought in the same scene with zoro or sanji they got potrayed higher

I agree that Sanji was definitively stronger than Jinbe at the end of Wano but think start of Onigashima Sanji v Jimbe (which was when Jinbe joined) is ambigious to be fair but we can disagree on that. At least we agree that an argument can be made for Robin, which only serves to support my point :p
