Luffy needs more feats to put him above current Loki based on everything shown so far.

A weapon Harald, the equal of one of Kaido's top 5 wasn't comfortable taking on, carried by an ancient giant with ACoC who is stacked with a fruit that turns you into the largest Dragon in the world isn't enough.

(though to be fair, Luffy's immunity to lightning already gives him a natural advantage against part of Loki's arsenal, but that's not a power level thing).
