Kabuto literally calls Hiruzen the strongest kage when Orochimaru is crying about his arms. Old ass Hiruzen > any kage that isn't named Hashirama is manga FACT. Hiruzen embodies "speak softly but carry a big stick", strongest Kage of his long ass era, even at age 69. Tobirama was probably 3rd or 4th strongest of his. Meanwhile Tobirama spits on Hashirama's dream by implementing the Chuunin exams;

The God of Shinobi led Konoha through 3 wars, Tobirama died 1 year into his reign. Tobirama fans should stop at Minato, they don't have a prayer arguing against Hiruzen of all people. Arguably the goat hokage.
The only "great" thing to happen under Tobirama's reign is that he died and let Hiruzen replace him. So I guess, kudos for picking the best successor. Besides that he's pretty unaccomplished.
