I think the best character to scale him to lorewise in Elden Ring would be either Malenia or Radahn. I don’t see any of the Demigods aside from Maliketh and maybe Rykard beating him.

There's no reason for the commander in chief to take action when the Marine underlings are right there. Even a retired Kong should still be a top tier, even if not in peak/prime (but I think he'll be in his prime somehow).
And if it wasn't Akainu they'd use the CP0 instead or Garling or Holy Knights, way before using Kong. Don't lose faith!

I haven't written anything on the aftermath of Egghead, I personally see Kizaru coming out of this alive since I do believe that Oda wants to set up the "Mid- Generation" top tiers more, hence the Ws for Shanks/Teach. With the new gen taking Ls (Kid/Law/young marines) and the old gen taking Ls (Garp).

The God of Shinobi led Konoha through 3 wars, Tobirama died 1 year into his reign. Tobirama fans should stop at Minato, they don't have a prayer arguing against Hiruzen of all people. Arguably the goat hokage.
The only "great" thing to happen under Tobirama's reign is that he died and let Hiruzen replace him. So I guess, kudos for picking the best successor. Besides that he's pretty unaccomplished.
