If the WG are the baddies for Elbaf, Kong would be the perfect villain for it. He's powerful enough to be credible, and expendable, story-wise.
It is legit crazy how Bethesda released Skyrim which became a mega hit and they haven't done anything with the Elder Scrolls franchise in THIRTEEN YEARS!
