By OP standards, they still had a good showing. No antagonists are going to be shown killing massive amounts of fodder onscreen or legitimately threatening the SHs outside of making them run around at this point. What would you have expected from them as an "actual" show of strength?
Why would Nusjuro be the only one capable of fighting without his powers? By showing Nusjuro, it's implied that the rest of the Gorosei would be capable of it too.
I don't think Garling is the strongest Gorosei but probably for the same reason why there's only ever 3 admirals at a time. It's likely an established position where any incoming candidates would have to wait for an opening.
