Fuji is free from that claim i think, and he's my fav Admiral both for his nature based power + personality/character. Tied with him is Kuzan who doesn't seem that bad as a person --- his known good actions aren't as good as Fuji's but : --- he helped Tonjit cross the sea in Long Ring Long Land...

In Garp-Aokiji case The black bands behind them & big black lightnings indicate CoC, afaik the black bands are only present in CoC usage like Roger vs WB clash As for the big black lightnings, probably the vast majority of the time ( when Haki is clearly used ) they were CoC, so really likely...

A way weaker & less important CD ( Doffy ) has CoC so the Gorosei definitely have CoC.
