Not including dead, EOS or prime versions of characters...no one else can compare when considering reputations. Obviously that changes when you bring future possibilities and reveals into mind but at that point anyone could be stronger really.

Good swordsman only cut what they want/need to. Mihawk's slash against Luffy was also blocked by Daz Bones clean. Jozu blocked a slash meant for Whitebeard.

It's not really about being anal regarding a realistic depiction of time travel but that rather in the absence of an explanation about specific mechanics regarding time travel in the OP world it's wiser to default to how these things would actually work out.
