The problem is why they are mad. They are mad because you aren't supposed to attack a child when they are using said child as a soldier. Its not just that Tama is hurt.

All Oda had do was have Hawkins use his surpass limits card on Luffy and have him 1v1 Kaido and it would have made sense

Kaido already was versed in the military might of wano which was trash. Akainu was not. He isn't going to wrecklessly throw away marine life's to see if wano samurai are trash or not. He isn't a shameful pirate.
