Yes, having the former Shichibukai under Cross Guild is a good idea. It should have been completed before Oda tried to make them a Yonko crew though.

Shanks is even more of a saint than Luffy. His fleet is made up of weaklings that he protects at no extra cost. He doesn’t torture his victims either or kill his own men. Oda isn’t even remotely successful at trying to paint him in a grey light let alone “brutal.”
