Imu doesn’t seem to leave room for disobedience. Whatever sort of contract the Gorosei have to enter to get linked with Imu may give him the ability to end them whenever he wants.
It is probably linked to how their numbering works. Saturn looked to be the oldest and was 5. Ju Peter seems to be the youngest and he was 1.
