Because Mihawk's only role in the story is to get his ass kicked by zori. Until then he is going to hide behind the shadow of almighty buggy Sama. He doesn't have any other roles in the story. He is, was and always will be an irrelevant side character.

No it's his final bounty . Hunting fodder marines isn't going to increase his bounty and the whole cross guild organisation isn't strong enough to defeat an admiral.

No Cross guild tax, former marine hunter tax and former warlord tax massively inflated his bounty.
