Other the spin-offs, which are great as well, I 100% recommend Judgment and Lost Judgment. They are super good. They also take place in Kamurocho IIRC, same universe in any case but a different protagonist.

Back then, sure, if Doflamingo was just as strong as he is now, he would have folded Lucci, but the WG wanted to kill Doflamingo all the way up to the present, meaning they didn't bother sending a strong CP0 member or a Holy Knight at all.
