The Gorosei didn't have ANY fruit tag and Yamato didn't get tags for hybrid form or any other form either. It honestly can mean both "awakened" and "almost awakened" to me, given Luffy got the clouds when he was in Gear 4, and G4 was some sort of mid-awakening already.

The Gorosei are indeed immediate above the Holy Knights. They are higher ranked. It's very similar wording to what Doflamingo said when he tried to kill Moria. "Just say Gorosei" as if we didn't say stuff like "higher ups" in real life instead of specific ranks.
