Imo, even if Hara wants to cherish Riboku right until his death, like you I would put Ousen at his peak above him. Him collapsing the superstate Chu at its strongest ever as the supreme commander, though obviously with other Qin Six, is a really crazy thing.

@Blackbeard What do you think of Kouen vs Hakuki in the manga? I honestly think Kouen will be superior to every member of the old Qin Six. Though in history Hakuki is considered superior.
Kouen/Shouheikun in Chu is probably a nearly unbeatable combination. Then you've got Renpa and Karin and who knows whoever else.
Take in how insane Qin is gonna have to be, in order to beat that. Lol.
Kouen might have to keep an eye on Qi, as well as possibly dealing with the Bayue or generals still not loyal to Chu yet, but I think he's also being held by the plot while Riboku is still alive and kicking. If he was launched into action, Qin would be into unbelievably deep shit, possibly...
Although you are already gone (lol). I mean, maybe it's like that and Kouen has had his focus on the Bayue. And I would say possibly on Qi as well. There also was the matter of the royal succession, the internal problems with Karin and Rien as the two leading figures tasked with a "rebuilding"...
Oberyn is somewhat difficult to rank. I still think Gregor is a more difficult opponent to beat than Oberyn, for other warriors.
Daemon might lose to the Mountain but I'm unsure if that translates to him also losing to Oberyn most of the times.
@SakazOuki Raku'a Kan's dad was buried alive by Hakuki, Raku swore revenge on the Qin dogs saying he one day would become a general that surpassed even Hakuki
