Sandoq might be the only guy who might just destroy the Mountain in a duel. Huge strenght, fast, skilled, with Valyrian blade who cuts through mail as easy as cutting through paper.
He could go blow for blow, tire him out and outskill him.
One thing I'll say is that some characters of the past eras have been perhaps looked upon a bit unfairly in the tournament. We naturally know plenty more great fighters from the Aerys - Robert/current Asoiaf timeline but in the previous eras the number of beasts probably wasn't inferior.

Ryam Redwyne was a monster warrior for sure bit in just terms of prowess and leaving aside every other thing, Jaime doesn't consider himself inferior to even Arthur Dayne.
Sandoq almost seems like an equally powerful, faster, more skillfull Sandor/Robert who carries a Valyrian weapon. Lol.
Maybe the most legendary Kingsguards beat him but it isn't all that clear.
I'd say Arthur, Barristan, Sandoq and Jaime. Of the ones who will remain.
