Straw Hats currently have 10 crew members, so they will not be gaining any more as that is exactly the number Luffy had posited as his ideal number. Grand Fleet however has 5 640 people currently, and I do believe it will expand until reaching 10 000 men.

Uh, no. Highest level of Akuma we have seen so far is Level 4, and considering the symbolism of numbers in Japan (number 4 being "death"), it is unlikely they will evolve past Level 4.
