Generally, the stronger the force the higher the chance of happening on a fruit. The World Government has history, power and knowledge, giving them the greatest advantage and access over pirates. Admirals are likely given chosen powerful fruits.
But strong pirates too can still chance upon good...
Wano is the far longer arc. Disregarding overall quality, if we simply talk about the hype moments it does indeed have more.
But Marineford is the better arc with far better hype. From a power scaling standpoint, to story and even emotional moments.
