I've always felt that Jinbe must properly join before Carrot can, and he still needs his commemorative toast. That won't happen until Luffy's time-out ends so he can lead it. And that may be Carrot's best chance to pop up and join in.
I won't think it's over until they arrive at the next island and Carrot still isn't with them. By then Luffy will be out of his cage, he'll give their proper toast to Jinbe, and we'll see if she takes her shot to become the 10th to his 9th.
