Titles are their for a reason. Mihawk is WSS for example. Primebeard avoided fighting marines for example. Inconsistencies are their for plot but that doesn't negate titles

As endgame villain for luffy maybe but Old healthy WB was considered as WSM. Akainu received no such hype in manga.

None of them are pawn. Gorosei are afraid of making Kaido violent for example where akainu is direct pawn. Yonkos were not always present also.
