Exactly,i think Buggy is the richest pirate alive.Since DD schemes went downhill he got to supply all those revolutions+captain's john legendary treasure...Buggy is quite rich.

And being Lazy like Law pointed out.If he had challenged some Yonkos he could have unlocked advanced haki and become a true top tier.He would still be weaker than Kaido.But he surely had crazy potential while young.
