Chances Sengoku was ever stronger than Akainu are very very slim. Oda simply made him look like a chump next to Akainu in MF. Akainu mogged Sengoku so badly in MF that there is no way in Oda's mind he ever intended for Sengoku to be above Akainu.
And with Akainu being a near EOS fight for someone, Sengoku has no rhyme or reason to be above the current Great Pirate Era's Fleet Admiral.
Old age ain't an excuse for portrayal, you could see Oda actually intended WB to be above Akainu, even if WB was weaker during MF. He still got amazing portrayal, Garp has his own excuses and portrayal, so we can give him a pass.

Shonen rulebook says that Luffys strongest Marine and Pirate opponents will be stronger than Rogers, so Akainu and Teach are guaranteed to be stronger than Garp and Rocks. But Garps strength level isn't exclusive to him, he had Sengoku as a near equal. Akainu can be the same with Kuzan and Kizaru; just like Rogers level wasn't exclusive to him, he had Whitebeard, Shiki, Garp and Rocks as comparable/equal. The only exclusive power level in this story is Luffys, which is why he's going to go above and beyond all these characters-take down Imu, surpass Joyboy and end up ultimately peerless at the pinnacle. Seems like that's what Oda is going for.
There is a decent chance that someone like Shanks is equal to Roger, Oda will show what the peak of pirates will look like (Rogerbeard) through him instead of flashbacks. Just as there is a more than decent chance of Akainu being above Garp, never mind Sengoku. The endgame top-tiers actually matters a lot more to the story that we’re following than some old relics that we’ll never see in a full fight. We’ll eventually get to the point where people can unlearn this bias for the old gen.
Teach will surpass Xebec, but Garp didn't even lose to Roger in combat as far as we know so your assumption about Red Dog is wrong from the beginning. Red Dog already lost to WB 2 years before, and then he nearly lose to Teach's underling Aokiji.
As for Xebec, we need to see how he lose in God Valley, Garp and Holy Knights were there as well and WB implied someone betrayed Xebec from Rocks.

But one thing for sure, Shanks feats against GB or Kidd really put him in better portrayal or position than WSC or anyone else in the series for now. Though we surely don't know the full extent of Roger or WBs strength but toying with admiral or oneshot someone with 3B bounty definitely ain't possible for most of the top tiers in the series.
Amongst active players, only JoyBoy feat is currently above Shanks but JoyBoy is someone of highest level. Lol
