I am not sure if their combo can surpass Hakai because Luffy is incapable of shooting projectiles.
Only as far as his hands reach, that's as far as his hits go. We already saw that Zoro can shoot across the island.
I think the combo will be used against the Red Line and not here because there is no physical shield.
It is just a domain that lasers target around the island.

Back on the sea train luffy and zoro had to work together to break through aqua laguna both evenly splitting the work

Then against the pacifista they do the same thing with addition with sanji and just upgraded attacks in general

Individually weve all seen each attack in some form
Luffy using gum gum cannon on the sea train then Gum gum jet cannon at shabaody

Zoro using 108 pound phoenix pre shusui on the sea train and 108 pound phoenix with shusui at shabaody

Us actually seeing both versions of the attack being done individually. Seeing the shusui enhanced one at thriller bark
