did he? Didn't he heard bout Zoro when he made it to the island after setting out? Nami also in the process.

Instead he actively sought Baratie to pick up a cook, and made his mind to recruit Sanji like he did with the rest, Zoro n Nami included.
he hears from Zoro and actively tries to recruit him in particular. his only reason to visit the courtyard was to seek out Zoro. because of Zoros reputation.
when they pass by at Baratie he wants to get just about ANY cook. none specifically. its during the arc that he decides that it is going to be Sanji. infact he was impressed by Patty first.

I made a quick reread and turns out I was wrong on the Nami part. Nami is the one who wants to attach herself to Luffy, not the other way arround. she initiates the contact.
it is still different to the other people from the crew. not like with Zoro where Luffy is the one trying to find and recruits him, but different nontheless.

Part true, part false.

Luffy at that part of Story had just headed out and wanted crewmates and during Alvieda incident he is made aware of a notorious Pirate Hunter, so he is curious about him and so visits the courtyard, but he clearly state that he had not decided if he would invite Zoro or not.
Luffy only make his mind only after he hears the reasons why Zoro was captured and see him eating Kid riceball because she made it for him even tho it was completely spoiled with diet. His important requirement for Zoro, or crewmembers is if they are Good man or not, he states that to Coby.

Same with Sanji, this time he specifically wanted a cook and heads out to Baratie, and makes up his mind after watching Sanji feed Gin, an enemy.
 
If talking about trigger of story, Law is probably 2nd main character because the story he trigger (by making alliance with Luffy to take down Kaido) is still relevan for more than 350+ chapters and being the main story for post time skip :suresure:

Like i said before, the statement about Luffy, Zoro, Nami being the trigger are almost 20 years old and dont really mean much now.

So, in order of joining the crew, Nami are the 3rd mc. But if talking about the importance, all the original five are the 2nd mc the main supporting characters.

he went there for ZORO SPECIFICALLY. it is irrelevant if he only decides to take him after he hears about why Zoro is imprisoned. Luffy went to seek Zoro out.
Zoro gets blackmailed into the crew. Nami tricks Luffy to tag along with them.
while as for Sanji, he went to Baratie to get a cook. a cook. any cook. no cook in particular.
Sanji gets "commanded" to join and reluctantly agrees.

So Shanks is the first because without his hat and speech, luffy would have not even become a pirate. He triggered one piece :suresure:
