kaido was never amazing, but oda truly fumbled him. a villain with hundreds of chapters worth of build-up, made into the most uninteresting and bland bozo imaginable. the supposed strongest creature alive got beaten by getting punched really hard by a big fist. its a shame, because he had a really cool introduction.
also, big mom got absolutely mistreated after WCI, to an embarrassing degree.

Gold roger for sure. Pre timeskip he was feared, now he is just a clown in pink.
Next is chopper for the obvious reasons we all know.
Drake after the wano debacle as well. Can be redeemed though in the final war if oda wants to.
Zoro though has been oda's greatest victim. Pre timeskip he was quite interesting and had many badass moments(ex. the "Nothing happened" scene or him taking 100 bounty hunters in whiskey peak). He seemed more humane back then but since timeskip he is just a op robot who never losses and if he loses will be bc the opponent cheated like in jones underwater fight or the yeti cool brothers using sleeping gus in punk hasard). A guy completely indifferent who has ass pull powers ups (using adv coc out of nowhere against king) with no character development at all. Just boringggggg........
I would include croco as well but need more time to see what plans oda has for him.

Big Mom and her nearly-entire family and crew save for Katakuri, and even he isn't totally safe from Oda screwing him in some ways.
Kaido and his crew as well, they had much potential as well but Oda barely even made any effort to properly characterize them and to write their past, relations and dynamics.
Both crews were ridiculously handicaped and held back in bad ways by Oda.
Also Smoker and Tashigi, most of the Supernovas such as X-Drake, Apoo or Hawkins, the Gorosei and Kizaru in Egghead, Tsuru, Garp, Dragon, etc...
