In WCI, he trained for Kata, in wano he is training for kaido and others who are powerful.
Unless you believe Katakuri with FS is worth less than Jack Queen and others and weaker.
Ace DR Luffy Sabo bounties is to show luffy standing between the 3 brothers
With Mera Sabo surpassing Ace (having 600 millions) and luffy being near Ace after DR (500 millions) it was symbolic.

Urouge bounty was religious, doesn't mean he was the weakest supernova. This is why you see Urouge beating a commander while Law is trashed by base Doffy.
When we see Jack his bounty is linked to him causing mass destruction than being really stronger than DR luffy even. I forgot dukes held their own vs Jack 1 vs 1...dukes were already weaker than DR luffy.
We see queen and king are cruel... their bounties is more about threat than power.

You forgot why Kaido > Shanks based on current Yonko bounties :
Coz Kaido was hyped for his strength alone while Shanks was hyped with his crew!
BM too was hyped for strength and leadership.
Also kaido is WSC , both kaido and shami are from some Generation...
shanks is clearly put below Kaido and BM in strength, influence and threat.
About WB and Kaido...
Roger became PK which is bigger than being WSM in eyes of the world
Roger is 500 million clear above WB... but we kiwi WB equalled Roger so Roger >= WB if we take their power and achievements.
WB is 350+ millions above Kaido.
Kaido >= BM : their bounties is only 300 millions apart . Both are hyped for their strength during bounty reveal, both are near equal in strength and status.
WSM who is uncrowned king and WSC who is 1vs 1 king. Ace Novels and sbs Manga tells me WB WB kaido are near each other.
I have WB >= Kaido
Their titles , their bounties, their hype... not forgetting kaido is younger, all his hype has been his strength while WB hype is piracy life and strength.
So in all, the only pirates above luffy are Roger Yonko Xebec Shiki.... debatable with Benn.

The reason Katakuri is naive any commander is because of FS CoC awakening and being luffy milestone!
The reason why kaido and BM are above Shanks is because of them having more individual strength hype than Shanks.
The reason why WB and kaido are near each other is because they have comparable titles and hype
I can even say BM >= shanks if I use their bounties except their hype/strength/portrayal and feats
There is a reason why the gap between each is around 300 millions not 400
There is a reason why they were in deadlock .
