To be fair this is probably just bad writing on Kishimoto's part, Tobirama's Edo feats would suggest he'd shitstomp dozens of Kinkaku and Ginkaku's, and we know from Madara that Edo Tobirama is weaker than Alive Tobirama.
But regardless, he's not much of a threat to the Admirals either way.
