That’s not the point, Caramel was saying what Big Mom could become. An Admiral or even the rank above Admiral. Which again is not a strength rank but is factually harder to attain than the rank of Admiral.

The entire conversation was about her potential. Carmel's statement straight up means that you need to have more potential in order to become FA than to become Admiral
 
Only the Fleet Admiral should have ACoC. Otherwise there is no differentiation between Admiral and FA, unless you believe only the FA has Awakening
That's like saying that only the PK should have AdvCoC otherwise there would be no differentiation between Emperors and PK.

Despite a good amount of horseshit logic in the OP.

The point of Advanced conqueror's being there for all of the admirals, could be possibly true.

However, only 1 person has shown anything close to Conqueror's in general right now among the admirals. But both of the old gen admirals had CoC, so new ones having it shouldn't be a surprise, rather expected.
ACoC on the other hand? Debatable:

Wouldn't be surprised if Oda goes the route of not giving all the admirals ACoC but simply at that top tier level through raw DF and Fighting skills. Would be more unique and interesting, particularly due to how well rounded the admirals are (in particular somebody like Borsalino). Very akin to people possessing COO, but not everyone possessing Future Sight. You don't really need ACoC to justify the admirals being above some of the Yonko and such.

Why are you overthinking some statement made by a scammer pol agent like 60 years ago lol? We don't know if they had three admirals back then, we don't know how strong they were etc. Let's focus on the only situation where we saw a character became a FA in the present.

Both Akainu and Kuzan were candidates for being FA, but it was never mentioned that it was for strength only reasons. In fact, it's implied to be a conflict about justice, with Akainu being more "extreme"

And after Akainu did beat a fellow admiral, extreme diff, it's not like he had to beat Kizaru or prove his superiority over the new admirals lol. In fact, we have Fujitora and Kizaru openly insulting Akainu, it's clearly a portrayal of near equals
