Rayleigh admitted he was inferior in strength to Blackbeard. And it's headcanon that Kizaru restricted himself. He was using his lasers and kicks against weaker opponents, yet decided to use his Ama no Murakumo against Rayleigh, because he viewed it as the most efficient way to fight Ray.
