For sure anyway, at the time Garling wasn't in Oda's mind.
The point was that WB was blocking the way for Shakky.
If there was one moment around which build Ray vs WB, was this one. Instead Oda gave that to Roger.
Let's see, but Ray vs Garling seems more likely to me.

Either it won't happen because Oda won't let Ray look bad and vice versa.
Or he would make a situation where Ray was at disadvantage needing to shield Shakky and was getting cornered giving Garling the edge.
There's also a chance WB helping them out after seeing Shakky and Ray truly love each other.
It would be another major WB character assassination if he still likes to go and try to cause trouble with ppl deeply in love with others.
He will always be portrayed as a good/rational guy and the time will come (he unconditionally save Dragon lives this chap already)
So we might get the most theorize matchup WB squaring up with Garling and let Ray and Shakky escape.
I know some boys won't like that but it is what it is.

Garling doesn't really have a big moment in which being at his prime after GV though.
He's like Xebec: for him GV It's the big moment.

No anti agenda here. His portrayal is just straight garbage.
Imagine a character who is 40, has no haki and gets hurt by random fodders while also failing to beat his opponent.
And besides, i hate all the Roger pirates as whole
A stronger version of ray failed to beat sommers.
Also, ray admitted he would've gotten folded if they actually fought. Teach only retreated because the situation wasn't in his favor as he'd have to fight everyone there which included seraphim + koby + marines + ray + Hancock while also trying to save his crew

Did he not beat his opponent? he didn´t kill him sure, but he clearly won.
He said he wasn´t sure he would win, but that doesn´t mean he admitted he would get ¨folded¨. The fear in Teach´s eyes were also clear once he saw Rayleigh. And lol at thinking Koby of all people would be relevant in a fight between Rayleigh and Teach.
