I think she’s a very complex character with plenty of interesting qualities. I think Oda has trolled her too much and it stopped being entertaining years ago.
If I ignore that, I think she’s actually very intelligent and cunning, overall on a similar level to Crocodile and Doflamingo. Definitely much more so than Kaido. The way that she deploys and uses her crew, especially their powers is very clever and has been instrumental to her retaining her power. This isn’t her being manipulated by streusen. He might have set her down this path but there’s no doubt she’s the one calling the shots. When she’s in her right mind, she’s a formidable tactician. Building and discarding alliances at her convenience, using her territory for financial gain, using her children’s’ hands in marriage to build alliances, she truly fits the definition of an empress.
and on that note I think she’s legitimately a bad person. Not a poor, misunderstood child on the inside. She had a tragic childhood and was manipulated by bad actors, but she’s not the only one in the op-verse that had a traumatic past. She is calculating, ruthless, ambitious and power hungry. I would probably argue that she’s addicted to power and uses her “seat at table” dream as an excuse. (Like Walter white used his family as an excuse for becoming a drug kingpin)
How evil her actions are often get overlooked because of how often Oda trolls her. But decapitating people for refusing her wedding invitations, scheming to slaughter her allies, extorting her territories for tribute, are not the actions of someone naive or misled.
