At least for the ones like Hancock and Crocodile(and maybe Buggy).

Hancock is also the only Conqueror’s Haki user with a revealed bounty under 300 million.

i think she was mocking that Sanjis is the second highest bounty and she thought he was pathetic. She did call Sanji a big shot bounty

People who powerscale and quickly dismiss people based on bounties are playing a loser’s game. Makes me wonder what she would have said about Chopper and his Monster Point. lol
