Well, King has an inflated bounty too. And strength alone wouldn't make Zoro that big a threat to the world government because Zoro and Sanji had the same bounty as pre-skip Luffy when they were 20 times stronger than him. So even if Zoro is significantly stronger than Sanji, if they pose the same kind of threat as Luffy's wings, then he wouldn't have a bounty that bigger than Sanji.
They also seem to care more about influence as they gave Jinbe a bigger bounty than Sanji, who's stronger than Jinbe, and a bounty pretty close to that of Zoro, who's more powerful than Sanji and Jinbe, by extension.

That's 20 bounties above a billion, and four of those are for dead characters. It's not that much when all the OP characters are counted.
Also we need to remember that we have a biased view about it all because we has readers have been following Luffy and co on all their adventures and bounties have becoming kind of a boring hype tool by now. But for the common OP world inhabitant, those peoples are a handful of Monsters you read about. You don't cross the paths of those guys ever on your little island, if you're not in the New World.
That's why even Nami or Usopp could, today, conquer East Blue relatively easily with their weapons and abilities but we don't feel like that. We still see them as weak because they face stronger and stronger adversaries and Oda wants to keep them weak. But they are far more resilient and deadly than when they were on East Blue.
To me, at least, bounties are in the same situation. We feel like 1 billion means nothing anymore because we are in the Sea of Monsters, but in truth that's a lot.

My problem is not that we have a lot of high bounties. But something doesn’t feel right. Marco was present as really strong and being able to Match admirals in Marine Ford. The gorosei even said that he is one of 4 pirates who has a change of beating BB. And now we have suddenly a lot of pirates that out class him and other YC1.
