No idea who this Vincent is but I've always said the only times ACoC was used by our heroes on Egghead was White Star Gun, Hahava Hunt, Rashomon and Luffy's initial kick on Kizaru.

Outside of that Luffy and Zoro were essentially trolling

Vincent is an animator for the anime who received explicit directions about certain scenes and how to draw them from higher ups — which could include Oda

He was told by higher-ups that only WSG is ACoC or CoC infused, nothing else. So the kick apparently was not

Also the two fighters were sandbagging, including Kizaru. So Luffy and Kizaru both sandbagging ended up in a stalemate, meaning at the time of EH they are pretty close
