Buggy literally rise to power due to:

- His past in Roger pirates.
- His relationship with Saint Shanks.
- Him escaping from prison because Luffy freeing him then Teach removing the Magellan's poison barricade and other prisoners thought Buggy did it.
- Then Teach and his men hypnotized Marines to open the gates of Justice and Buggy's men thought Buggy did it and they start to follow him.
- WB played a trick on him acting like they were equals because he didn't want to deal with Buggy's men during the battle vs Marines. Buggy's men were impressed by it.

Rayleigh trained Buggy and Saint Shanks.... Roger did not focus on Saint Shanks... Where did you get that idea?

Roger gave his hat to the one he knew would pass the hat down to another, and that damn sure wasn't Buggy who was going to pass the hat down to another. He was too self centered and greedy.

Even though Roger focused on both Saint Shanks and Buggy, Buggy consumed his Devil Fruit power very early on, and his ability is far from being one of the strongest. After these issues, there is the question that, up to this point, Buggy is not a user of Conqueror's Haki, so he does not possess a broken Devil Fruit, nor does he have the most broken Haki in the series. There is a limit to how far someone can go with only the ability to enhance both Armament Haki and Observation Haki to the maximum, especially when having a subpar Devil Fruit that, at best, can be considered mid.

So don't pretend that Buggy has potential; he has already failed by not possessing Conqueror's Haki.
