Could be Saul but needs to explain well, its weird that Saul is protecting the Road Poneglyph, why Saul doesn't want One Piece to be found when he fought for Ohara where Ohara was searching the ancient history, then let people learn more about it by letting them see the Poneglyph and let them search for One Piece, why Saul is doing that if he doesn't have a good reason.
It makes sense better if its someone from the Government like Shiryu said, since its almost certain whoever that is doesn't want One Piece to be found.

Dragon:
Isn't marked by flames, at least not that we know. It also wouldn't be in character for him to wander around with a Road Poneglyph, he has another mission going on as the Revo leader. Also, given Dragon is the most wanted man, people would refer to him by name rather than using the ambiguous term "man with the burned mark". The Blackbeard pirates interacted with the Revos by destroying their base, yet even they speak of that man ambiguously.
Gaban:
His relevancy is overrated. Rayleigh was Roger's right hand man and partner and vice captain of the Roger pirates, yet he isn't relevant to the story in the grand scheme of things, outside of training Luffy. He now is retired. Why would Gaban who is less relevant suddenly play such a crucial role in the story?
Xebec:
I doubt he will be reintroduced in the story. I also doubt that he with his kind of ambition and status would lurk around in the shadows without people realizing who he is. Blackbeard is literally based on Xebec in terms of ambition, even naming his Ship spear of Xebec, and the "man with the burned mark" seems to be a known figure, yet no one identifies him as Xebec, the guy who lead the future Yonko and wanted to become King of the world.
Saul:
I think his relevancy is also overrated, he is a background character and not really strong either, being negged by Vice Admiral Aokiji. The Man with the burned scar seems to be able to cast storms and control the weather. He may even be responsible for the sudden storm that took place when Roger and Shiki clashed.
Silver Axe:
Irrelevant and fodder.
