I think we can say Gaban made more than half as much hype as Rayleigh based on fan reaction through threads and discussions, plus just his actions last chapter in general (Future Sight, ACOC, slicing Super Sommers in half).

Rayleigh's character is WAY too reliant on his status as the right hand of Roger, and it doesn't feel like there's all that much going for him outside of that.

That's a stretch. The general fandom has always considered Sanji to be very close in strength to Zoro. It's just this site that got taken out of the infinite tsukuyomi.

No, that's not the case at all. The people who think that Sanji and Zoro are close continue to think so and the people who think otherwise haven't changed their minds since their opinion was never based in them honestly analyzing the story and coming to that conclusion. Sanji and Zoro being relative wasn't revealed in chapter 1149, it's been the case since Little Garden and solidified since Enies Lobby. Nothing actually changed for the most part, it's just another pile of evidence atop a mountain proving Zoro~Sanji that the same people that have always denied it will continue to deny. What actually changed is peoples opinions on Sanjis future potential power ups, haki wise.
