Demon God is the highest authority in the world of OP, Imu is just Zoro's employee and he doesn't even know it.

Regarding Zoro vs Sanji, it is very possible but it is Sanji who is getting Domi Reversied because Domi Zoro would be unstoppable.
Meanwhile, DomiSanji is perfect way to stall Zoro who is a threat to Imu.

And I dont even know why, since that would mean Zoro is able to defeat a buffed Sanji while being mentally conflicted. I thought they were for their equality…
Maybe they don’t realise the consequences of such scenario
