Yes, otherwise he wouldn't be able to aim or dodge at lightspeed. The same is true for those who can react to his speed.

Actually, the same is true for anyone capable of using basic soru or following its movements. The difference between Kuro's technique and soru was stated to be (by Oda) that "soru users can see where they're going".

Kizaru logia is weird , or at least i think so.
The very small duration where kizaru becomes light or travel at light speed , Maybe he does see things at slow motion.
Remaining time he might be light but not move in light speed, he sees everything as other see.

You don't see in slo-mo: the movement remains normal. You just perceive it faster. Therein lies the difference.
That's only a difference in semantics. What you said is basically "You're wrong because you're right". It's because they perceive (and process and understand) things faster that at those moments slower movements would look like slow motion.

Luffy and Lucci recently fough moving too fast for Vegapunk to follow their movements. They were, however, following eachother movements just fine. If I, a weakling, walked into the room on Egghead at that particular moment, I would be moving in slow mo for their heightened perception.

Just an adrenaline rush can make a normal person somewhat get that impression IRL.


Oda doesn't make the effort of drawing it from their perspective, but that doesn't mean the characters don't logically perceive it as such. (Oda did make that effort once, when Kizaru humiliated the Supernova and especifically drew Drake appear like a statue as Kizaru moved from Apoo to him and kicked him in the face. We even got to see the very last second of Drake's face static before impact).

Yes, if he is fighting fodder or anyway people way weaker/slower than him.

Nope if he is fighting somebody who is close to his level, equal or superior. Just look at Kizaru vs Ray at Sabaody, my ass he see Ray move in slow motion when he slashed his face. Same goes for Luffy's punch and Shanks sword in film Red. He could not react to them let alone see them in slow motion. A bit like Superman vs Flash in that Justice league movie, Cavill started to move at Flash speed and he started to shit bricks. Also in the end it is not like Kizaru is a speed god anymore now that his speed is comparable to G5, Ray, Shanks atc. because that means that at least people like Kaido and most likely BM can move in the same ballpark as him (even because otherwise they would most likely lose if the speed difference is too much).

If I remember correctly, during Marineford, when Luffy went to use Soru to bypass the Admirals, Kizaru looked to the side, and it was as if Luffy was barely moving past him. I believe the anime depicted it in the same manner with Kizaru perceiving Luffy moving in slow motion.
