What exactly do you think it means to become King of the Pirates? Being a Pirate in general requires strength, as once you become a Pirate you are hunted by Marines, Bounty Hunters, and are constantly fighting against other Pirate crews.
So what do you think happens when you achieve the highest title in the Pirate World? Everyone just leaves you alone because you found some secret treasure? I'm sure you've heard of the concept of usurping a King for his Throne. Do you not think anyone would try that with Luffy?
To become King of the Pirates means to go to Raftel and find the treasure, that's what PK means.
For Roger it also meant sailing all oceans and exploring all islands, that isnt applying to Luffy.
