It depends on a lot of stuff. He in the end dethroned Xebec, who was the former "pirate king" in a way, even if he didn't care about the OP or even worse didn't manage to find it. Yet powerwise for sure he was a monster. But in the end he sonewhat beat him with the help of WB.
The Xebec of this gen is BB who is his inheritor, most likely at his prime he will be stronger than Xebec. If Roger can fight before he matures (and if Roger has to restart from scratch a point in time where Roger is somewhat stronger) or if Roger can team with somebody and go after BB ass (like he did with Xebec). And hoping for hik that it isn't BB to team up with somebody to go against him.
Then there is Im, in his era Im probably did nothing because he knew That ger was not a real menace and indeed Roger knew that too. But this generation it is different and Im will act very soon, so another big wild card. And since Roger is a D. for sure his wanted poster will replace Luffy's in Im castle.
Admirals and the navy side has weaker top tiers than Garp at least, so they lack somebody who can truly try to hunt the pirate king. At least If it is not going after a young Roger like the navy somewhat tried to do with pre G5 Luffy.
And also depends on a lot of other factors (excluding plot power of course). To make an example if somebody like Skypea Luffy met Enel he would be fried 110 times out of 100 but he was "very lucky" to have the rubber fruit. Or vs Kaido, he was again "very lucky" to have his fruit awaken and, not only resuscitate him, but also make him stronger or at least comparable to Kaido. Who was then "unlucky" to fall exactly in a volcano which exploded right when he was in. Very unlucky.
