Pika pika no mi has elemental properties of light....thus travels with the speed of light.

it's all do to aim-dodging and observation haki where avoiding laser beams is even possible. Hell, batman can avoid light attacks in the comics do to aim-dodging which isn't even a bad thing.

Dodging a light beam is nothing. Luffy did that at the beginning of the timeskip with the Pacifista’s. You just have to use basic CoO.
