Pika pika no mi has elemental properties of light....thus travels with the speed of light.
Lasers mimic that and do have the same elemental df properties.
VP himself said he is unable to replicate Logis dfs.
What VP did is he recreated Kizaru attack but.....it doesn't have elemental df properties of Pika pika no mi.
And, TS Luffy called it slow
There is nothing faster than light so unless you think every villain after that was spamming moves faster than light which makes no sense, it's better to believe that lasers which Pacifista used do not travel with speed of light.

Correct, OP characters do not have fast travel speeds. But they have tremendous Reaction and combat speeds
OP characters have such ridiculous reaction speeds that YOU don’t even notice it anymore. Like you didn’t notice that on the rooftop, ALL THE SCABBARDS are shown dodging lightning… This doesn’t even feel like a feat for you, dodging lightning doesn’t even register as a feat in your mind because of how ridiculous OP reaction speeds are in general
do you remember the panel when Chopper dodged Queen’s Laser beam? No, right? Because who cares right? Dodging laser beams is kid shit in OP… Do you remember When Sanji was dodging Queen’s gattling’s lasers too? This was before Sanji even got his speed power up. This was a casual feat to dodge like dozens of light speed attacks. Remember when Sentomaru was reacting to kizaru’s lasers and kicks that are stated to be light speed. I bet you don’t even Consider Sentomaru a commander level character yet it’s not even worth discussing his multiple reaction and dodging feats against light speed attacks.
Kizaru himself, the light speed man, HAS TO GO FASTER THAN LIGHT to blitz G4 Luffy. He directly says he is accelerating faster than light to bring down Luffy when Luffy isn’t even in his faster form.

and yes, this is deliberate. Writers deliberately choose which types of speed matter in their stories. For example in the invincible universe, Characters regularly go FTL when traveling and yet when they are in direct combat, their speed drops to Hypersonic at best… So it’s the opposite of OP. OP characters blitz Invincible characters in Combat and reaction speed… Yet Invincible characters can travel so fast that OP characters look like statues in comparison
Btw, Oda himself knows this too. When asked, Oda himself has said stuff like Brook is the fastest on the crew in travel speed… And yet obviously In combat, Oda doesn’t put brook even in the top 4, so Oda himself is aware there’s a difference between Combat and Travel speed
