I'm simply amazed at how Oda portrayed Wano and its Samurai... it's like they were all pussywiped, I get Kaidou taking over etc but even then all the Samurai were embarrassingly weak, clownish and among other negatives...

Another one of the instances where Oda shows that leaders are not required to be the strongest of the faction. There are always those who are stronger but are willing to lend their help and die for you.

There were at least 4 commander level samurai (Kyoshiro, Shutenmaru, Cat, Dog) and at least 5 Tobiroppo/executive level samurai (other Scabbards).
If we count prime Hyogoro and the other daimyo, there were 4 more characters at minimum Tobiroppo level (prime Hyo 100% and likely Ushimaru were commander level).

What we see in Wano, is basically a Yonko crew without their Yonko (which was Oden who died).

In what way is Wano weak? Commander level fighters are very strong in verse, they can solo armies of regular countries. And there were plenty of commander level fighters in Wano. 3 top Scabbards would solo the entire Dressrosa arc, for context.
The had further many more fighters in or above Tobiroppo level.
Even their fodder samurai were a stronger than fodder of beast pirates.

They were, by far, the strongest country we've seen yet, even without Oden.
And with Oden, they are equivalent to a full Yonko crew.
