Oden's feats and actual position in the story doesn't reflect at all some of the (over)hype.
It's not like if characters says something, then It's totally true.
I don't see many people around there taking seriously Kizaru saying he wanted to stop both Kaido and BM. If that was taken literally, It would an example of overwanking like Oden got.

Oda even made a scene 1:1 quoting Oden's case with Luffy pre-Nika, and that Luffy wasn't even close to Roger or WB. In fact, we know for sure Oden wasn't even close to Roger since in the Roger's pirates there was Ray and Ray was the RHM and second strongest.
That's why we said he was incredibly overwanked.
Luffy is already stronger than Oden and still isn't close to Roger.
We even have Aramaki achieving the height of the balde, Oden's main style, that Oden was never able to obtain.

He is considered the most wanted and dangerous for being a symbol of rebellion. It is honestly that simple. People just headcanoned him to be an ex admiral who´s a shanks tier Hakiman who used to study the void century.
Kizaru was 100 percent serious and ready to stop Big Mom and Kaido. It is entirely possible too

That's not what it means, he's overwanked because apparently we needed to be reminded of him every step of the way, heck Oda created a character in Yamato for the sole purpose of wanking Oden, as if the scabbards weren't doing a good enough job.
And his wank doesn't even match what he did for Wano. He's the reason for its demise, first he abandoned it, then refused Rayleigh's help in freeing it, then he twerked for 5 years allowing Kaidou to gain even more control and strength.
