Garp is probably well versed in Rokiushiki and all 3 forms of Haki.

Why would Oda show a COC clash? Fuji wasn't even fighting seriously at all in dressora he already showed him have black lighting like Luffy and Kaido in 1010 its even in the color version

either way if they have this ability why did they fear Luffy , Ace and Dragon so much? why was Shanks able to scare the shit of them and end the war . we saw many pirates use it, but no marines till now.
seeing how about every Admiral has a devastating DF makes me think they don't have CoC haki.
exception is Garp. Sengoku might have it as well but to honest maybe not a good one.
I can see Fujitora and Smoker have such ability since they are righteous and rebellious.

What's wrong with it? Admirals are supposed to be the greatest obstacles in the PK race alongside the Yonko. If all Yonko and even some of their underlings have it. Why not the admirals?

Do you have a proof that they have it? You cant just randomly give 5-6 characters CoC because they are strong. No marines has been said to have CoC apart from Sengoku. Even Sengoku having CoC is not from manga, but from an unreliable databook. The CoC exists for a reason, and thats to counter the overpowered fruits. I will be surprised if BB has it, at least not the advanced CoC.

there are many pirates who has this ability is because they are free , they are leader and not bound by any authority.
look how Garp do it. he is a marine but he makes mostly what he want to do. they would have got rid of him if not for his position and history as a hero of the marines.

Sengoku is retired and likely won't have an active role in the story from now. So revealing him in extra material is fine. But it's not the case for characters like Akainu

What does force Oda to portray the admirals not to possess it when it's crystal clear how powerful Oda is probably planning to show us? It's not even merely about the Chinjao's words which can prove confusionary.
