Akainu, Kizaru and Aokiji were vice admirals in their thirties, Coby is not going to be an Admiral at 18 because Luffy is a Yonkou now, he's not growing as fast as his so called rival/idol and his starting point is way lower than Luffy's.

Garp and the marines hated yet admired Rodgers strength hence why garp didn't have an issue working with him.

Coby admires luffy to the point that he tells other marines they he and luffy cool (trying to aspire to be the best marine while also telling marines that the current regime of the marines are so shit that he respects a pirate more lol). It's actually comical
