Why would they max out COA when they have glorious COC?

It being a CoA feat always made the most sense

It seems like Mihawk and Shanks will have different specialties

Shanks has trained his CoC to the point where he can completely kill observation haki which no other character can do (so far)

Mihawk has trained his CoA to the point where he could forge his blade black (and he may have another unique ability as a result) + he probably has the best CoO in the verse hence the title Hawkeye/Clairvoyant

Greenbull may have CoA that's on par with Mihawk's but he doesn't have ACOC so Oda gave him a devil fruit to shorten the gap (though he's probably still slightly weaker than the 2 rivals)
