To repeat, Crocodile wants military might to create an organization that dethrones World Government.
You could say his dream is to be the next Imu, the King of the World. Probably the same thing Rocks was after.
He was after Pluton to ensure that the World Government can't stop his plans.
After "his wounds healed", which refers to willpower recovering from the loss to Whitebeard, he goes back into the "good old" New World.
Back to do what we saw him do in this chapter - form an organization of his own. An organization that mocks the Marines with its actions.
The last time he was going after military might, he was going after Pluton. That is something he gave up on.
He replaced it with something else that can sink islands too - Dracule Mihawk.
You heard that right, Mihawk is Crocodile's new Pluton. The backing power of the military might that he desires.
And with bounties for Marines, it wont be hard to find mercenaries that will work under his command, on top of ID criminals that came with Buggy. Ancient weapon Pluton out, modern weapon World's Strongest Mihawk in and the same old plan is restored and back on tracks.
All of it spiced up with chairman Buggy's shenanigans and we got a perfect mixture that the world hasnt seen yet.
This was something that Oda is good at, creating hype, usually empty hype that achieves nothing but hype nonetheless. Promises of a great future. However, when you hand him over 4 years and expect him to tie up the plotlines of the last 2 decades, he doesn't know what to do.
If you want to be bad at writing you cannot be this bad as Oda just was with what he pulled off with Wano, not even if you are trying.

Scabbards - Why bother with so many characters that havent achieved anything?
Toki's prophecy of Dawn - You will not find better writing than this. No dawn has been mentioned whatsoever at any point after the raid.
Opening Wano's borders - SIKE! The backstory of them being closed? SIKE!
Zunisha and WG ships - Fooled ya again! Stopped by to do nothing and dipped.
Remember how you thought that you would find out why Kaido is in Wano specifically? Think again, foo'!
The capital citizens - The clueless souls are still unaware of what happened. Someone told them that some guy saved them and dipped.
Sukiyaki - One chapter he says he doesnt want his grandchildren to know about him but changed his mind in the very next one.
Wano's special ore and Kairoseki - Remember that one? Neither do I because the brilliant writer didnt mention it once.
